What is the Theory of Change?
The Theory of Change (ToC) is a comprehensive and dynamic approach that explains how and why a desired change happens within a specific context. Rather than starting with outputs or activities, ToC begins by identifying the ultimate impact a project seeks to achieve. It then works backwards to define the necessary:
- Preconditions
- Behaviors
- Partnerships
- Resources
This backwards design helps outline a logical sequence:

Impact
Importantly, ToC highlights the underlying assumptions and external factors that influence each step of the journey, offering not just a planning model but also an evaluation and communication tool.
Why ToC in GreenToC?
In the GreenToC project, the use of ToC is both strategic and essential. Tackling climate change, building green skills, and leading the digital transition requires more than linear solutions. These are systemic challenges — ones that involve rethinking policy, pedagogy, and partnerships.
